I'm not sure the fellow behind the desk knew of Santa Cruz specifically. Maybe he was just hearing "California". There's similar distortion in Texas, like with the city of El Paso. The more correct way would be to say "Paso" with the "a" sounding like the "o" in "possibe", but Texans almost always say it like the "a" in "past".
El Paso is an interesting city. It's up against the US border, and Ciudad Juárez is smashed up against it right on the other side. They were obviously one city at first. Now they're divided by this really crazy no-man's-land. Ain't no one gonna float down that river in an inner tube for some summer fun. (Like we do in Sacramento.)
